Community Safety Hours

 
To support safe, respectful, and peaceful communities, HACA is reinforcing Community Safety Hours across all properties. This initiative sets clear expectations for resident behavior while ensuring that everyone can enjoy their home without disruption.
 
HACA is committed to both maintaining strong community standards and supporting residents in meeting them. Creating a safe environment requires shared responsibility, and we will continue working with residents and partners to promote a culture of respect and accountability.
 
All residents and their guests are expected to respect their neighbors at all times. Aggressive, threatening, or disruptive behavior toward other residents, guests, staff, or any other person is strictly prohibited.
 
Quiet Hours are from 10:00 p.m. to 7:00 a.m., in accordance with local ordinances.
 
During Community Safety Hours:
  • Noise must remain at normal conversational levels
  • Outdoor gatherings and parties are prohibited
  • Music, televisions, and other devices must not disturb neighboring units
  • Children and guests must not disturb the peaceful enjoyment of others
 
Failure to comply with quiet hours may result in enforcement action in accordance with the Residential Lease and House Rules, including but not limited to:
  • Lease violations and formal notices
  • Restrictions on guests or access to Housing Authority property
  • Eviction for repeated or serious violations
 
This enforcement effort is part of HACA’s broader commitment to community safety and ensuring that all residents are able to peacefully enjoy their homes.
 
If you are experiencing disturbances or safety concerns, please report them to property management or contact the City at 828-545-8134. After 5:00 p.m., call the non-emergency Asheville Police Department at 828-252-1110. In emergencies, call 911.
