The Housing Authority of the City of Asheville (HACA) is pleased to announce the re-opening of the HCV Tenant-Based Voucher waitlist, which also includes Tenant-Mobility Vouchers available exclusively to HACA’s PBV-RAD participants after completing one year of residency. HCV Tenant-based Voucher applications will be accepted online only through HACA’s application portal, accessible at https://haca.org/for-applicants/
For our PBV-RAD Program participants: Residents can request a tenant-based mobility Housing Choice Voucher after living in the property for at least one year. PBV-RAD residents should see their Site Manager to apply.

You may qualify for housing through the Housing Authority of the City of Asheville (HACA).
Eligibility is based on household size and annual income compared to the 2025 Median Family Income (MFI).
If your household earns at or below 50% of the Median Family Income for your household size and meets HACA’s admissions policies, you may qualify for an affordable apartment or townhome.
HACA is committed to ensuring that at least 75% of residents served meet the 50% MFI income guidelines.
